1. In 1972, the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction was signed.

 

2. The Convention had been prepared by the Conference of the Committee on Disarmament and was endorsed by the United Nations General Assembly.

3. The biological weapons Convention (as it is generally known) is the first multilateral agreement that provides for a genuine measure of disarmament, in the sense that it not only prohibits the development, production, stockpiling and acquisition of biological agents or toxins and weapons and means of delivery for such agents for hostile purposes, but also mandates their destruction or conversion to peaceful purposes.

4. If problems arise, the parties are to consult one another and co-operate in solving them, and in case of a breach of obligations, complaints may be lodged with the Security Council.

5. However, there is a growing opinion that the Treaty may need to be amended, perhaps through an additional protocol, to provide for more stringent measures of compliance including verification, and for a more effective complaint procedure.

6. An agreement was reached in 1987 to provide for an exchange, through the United Nations Secretariat, between the parties of information and data relating to so called high-risk laboratories, and on unusual outbreaks of infectious diseases.

7. So far only a limited number of parties have contributed such information and data.

8. The Convention is of unlimited duration and further commits the parties, 111 as of mid-1989, to continue negotiations in order to reach a similar ban on chemical weapons.
